The Structural Evaluation Layer (SEL) is a system-independent structural evaluation boundary that defines how digital content is structurally interpreted independent of any processing system, execution environment, or optimization mechanism.

The SEL does not perform evaluation, scoring, processing, or optimization. It does not operate as a system, tool, or framework component.

The SEL exists solely as a descriptive structural layer used to separate content structure from system behavior.


SCOPE

The SEL defines the structural conditions under which digital content may be interpreted.

These conditions are not fixed to a limited set of attributes, but represent the broader structural properties of content that influence how meaning is organized, preserved, and understood under reuse.


POSITION

The SEL is independent of system processing, content creation, interpretation pipelines, ranking mechanisms, and output generation.
