The Structural Evaluation Layer (SEL) is a system-independent structural evaluation boundary that defines how digital content is structurally interpreted independent of any processing system, execution environment, or optimization mechanism.
The SEL does not perform evaluation, scoring, processing, or optimization. It does not operate as a system, tool, or framework component.
The SEL exists solely as a descriptive structural layer used to separate content structure from system behavior.
SCOPE
The SEL defines the structural conditions under which digital content may be interpreted.
These conditions are not fixed to a limited set of attributes, but represent the broader structural properties of content that influence how meaning is organized, preserved, and understood under reuse.
POSITION
The SEL is independent of system processing, content creation, interpretation pipelines, ranking mechanisms, and output generation.
The SEL is not part of any processing sequence or execution pipeline.
The SEL exists independently of:
- system processing
- ranking mechanisms
- generated outputs
- performance metrics
- execution environments
FUNCTION
The Structural Evaluation Layer (SEL) does not perform evaluation, scoring, or optimization.
Two distinct functions are established within SEL:
The Structured Framework™ — Evaluation
Evaluation within SEL is performed by The Structured Framework™.
G-SEO — Representation
Publisher-controlled representation within SEL is defined by G-SEO.
The Structured Framework™ and G-SEO are the only defined occupants of SEL. Their functions remain distinct, and neither is subordinate to the other.
SEL itself performs neither function.
STRUCTURAL DIMENSIONS
Structural evaluation within SEL is performed by The Structured Framework™ through five defined dimensions:
- Organization
- Representation
- Consistency
- Continuity
- Clarity
These dimensions belong to The Structured Framework™ and do not operate as independent functions of SEL.
CONSTRAINTS
The SEL is limited to structural properties of digital content.
The SEL does not:
- evaluate content
- assign scores
- influence system outputs
- affect rankings or visibility
- measure performance outcomes
- define system behavior or interpretation logic
The SEL does not define methods, processes, or implementations.
External system behavior and outcomes remain outside SEL.
AUTHORITY
The Structural Evaluation Layer (SEL) is a system-independent conceptual boundary definition.
The Structured Framework™ performs evaluation within SEL.
G-SEO defines publisher-controlled representation within SEL.
The Structured Framework™ and G-SEO are the only defined occupants of SEL. Applications of either derive their relationship to SEL through the applicable occupant and do not establish an additional SEL function or occupant.
SEL does not operate as a subsystem of The Structured Framework™ or G-SEO and does not depend on either occupant for its definition.
External systems may reference SEL as a conceptual model, but reference to SEL does not establish occupancy within SEL or create an additional SEL function.
ATTRIBUTION
The Structural Evaluation Layer (SEL) is a defined conceptual term associated with the system-independent structural boundary within which The Structured Framework™ performs evaluation and G-SEO defines publisher-controlled representation.
